The Tin Can Island Port Command of the Nigeria Customs Service (NCS), in partnership with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), held a high-impact training lecture titled  Transparency and Accountability in Public Service” to reinforce ethical governance and combat corruption.

The event, hosted at the Command Headquarters on April 11, 2025, brought together Customs officers, ICPC representatives, and members of the Anti-Corruption and Transparency Unit (ACTU) to address systemic challenges undermining integrity in public institutions.

Customs Area Controller: “Discipline and Accountability Are Non-Negotiable”

Comptroller Frank Onyeka, Customs Area Controller of Tin Can Island Port, opened the session by stressing the NCS’s zero-tolerance stance toward corruption.

“Robust mechanisms are in place to detect and discipline erring officers. Transparency isn’t optional—it’s the bedrock of public trust,” he declared.
Onyeka praised the ICPC and ACTU for their collaborative efforts, noting that such initiatives align with the NCS’s mandate to uphold ethical standards in Nigeria’s bustling ports.

ICPC Experts Highlight Ethical Governance Strategies

Mrs. Mary Omonoyan, a speaker from ICPC’s Department of Public Enlightenment and Education, delivered a keynote address on the link between transparency and efficient governance.

“Openness in operations fosters public confidence. Ethical conduct isn’t just a duty; it’s a national imperative,” she asserted.

Dr. Florence Bari, Deputy Director of ICPC’s Lagos Operations, spotlighted pervasive issues like chronic lateness and unethical procurement practices.
“Corruption erodes service delivery and institutional credibility. Every officer must champion integrity,” she urged.

ACTU Reaffirms Commitment to Ethical Culture

Assistant Comptroller Owoniyi, ACTU Coordinator for Customs Zone A, reiterated the unit’s dedication to rooting out malpractice.
“This training is a cornerstone of our strategy to instill accountability at all levels of the Service,” he stated.

The event concluded with an open forum where officers proposed actionable strategies to strengthen transparency, including digitizing procurement processes and enhancing whistleblower protections.
